Yep, I noticed that a while after filing this bug (and it works for me).  On
win32, the way I know to do it is to right-click on a template file in explorer
and select 'open'.  I realise this next bit falls into the "file it as an
enhancement!" logic, but I think that 'open' bit should read differently,
something like 'edit template' instead.
