I could not discuss your decission to close the issue, as -as you mentioned- the issue was "not being able to install". Also, all my arguments have already been stated in the issue. The automatic locale chooser in undesirable in these cases. Leaving it this way creates a large amount of work for those who need to distribute, as installation will not be automatic for quite a large number of locales (the list of locales that require this treatment has grown amazingly in the last two months), reconfiguration will be necessary... but again, correct installation to what users need was not the issue, but it could have been a better solution to the original problem.
