I can confirm the error with German OOo1.9.125 on WinXP. Steps:
- Take a new writer-document
- Menue Insert -> File
- Choose the attached testfile and filetype "text encoded"
- The file is inserted immediately with wrong codepage.
expected: Dialog for codepages comes up.
Opening the file with File -> Open works without error.
Perhaps it is related to issue 50705, where insert -> file works wrong with
filter "text encoded" when applied to a HTML-file.
