With a second currency symbol I was referring to the English "Rs" that is not present yet. But as your explanations showed, a complete set of en_IN locale data derived from en_GB would be more appropriate. Note that terms like "lakh" and "crore" and such are not defined in OOo's locale data, these are related to spell-checking and linguistic, an en_IN dictionary should define them.
