When applying a style, such as Heading 1, to a paragraph at the bottom of the
page, the "keep with next paragraph" option is not applied, until after the
paragraph is editted.  This results in the paragraph staying at the bottom of
the page, rather than jumping to the top of the next page.

To reproduce:
1. Open a new text document.
2. Make a simple one-line paragraph (I used the word "paragraph"). Press enter.
3. Press F11 to open Stylist.  Double-click on "Text Body" to apply the "Text
Body" style to it.
4. Duplicate this paragraph by copy and paste (I changed my numbers to keep them
unique) until more than one page is used.
5. Append a number to each paragraph to make it unique.
6. Place the cursor in the bottom paragraph of the first page.
7. Double-click on the Heading 1 style to apply it.  NOTE that this paragraph
does not "keep with next".  One expects it to jump to the next page.  This
happens only after an edit is made in this paragraph.  I even tried saving,
closing, and re-opening the file.

I tested this defect with OpenOffice.org1.1.5 on both Linux (Slackware, kernel
v2.6.12) and Windows 2000.
