You must have closed the toolbar once with the closer and not by leaving the
edit mode. If you have done so the toolbar wont come up the next time it is
called.
If you have pressed the edit points button and the bar does not come up call it
via view/toolbars/edit points. After this do not close it with the closer, just
leave the mode. The bar will disappear and come up again the next time you enter
the edit points mode.
