SBA ->FME: I think the following is desired:
(1) The em dash is NOT a "forbidden character". It it may occur at the end or
beginning of a line, so "both ends" of it are possible "break points".
(2) The em dash shall stay with the previous word if it is NOT followed by a 
word.
