I was not able to reproduce the described behaviour. Always I select insert a note in the menu, after right-clicking in a cell more than 30 times, the note has the green buttons to change the form of the note. In this context (inserting a note) I found that if you try to move the note it disappears. If you entered a text before the notemarker will be shown.
