OOo is behaving as designed. In order to change your default paper size to A4,
you need to modify your default template. Each OOo application has its own
default template that you will need to change. For example, in Writer, carry
out the following steps.
1. Choose File, New, Text Document - to create a new blank document.
2. Choose Format, Page to bring up the Page Style dialog, click on the Page
tab, change paper format to A4, and click OK.
3. Choose File, Templates, Save. In the Templates dialog, highlight the
Default category, name your template, and click OK.
4. Choose File, Templates, Organise. In the Template Management dialog,
double-click to open the Default folder, right-click on your newly saved
template, then choose "Set as default template" from the context menu. Close
the dialog.
All new text documents will now default to A4 format.
As this isn't a bug, I'm going to mark the issue as Resolved.
