Openoffice genuinely does set the language of the document character by character, rather than one language for the entire document or the whole paragraph. I much prefer this to Micro$oft's habit of putting features clearly related to the format of the document in silly places (e.g. File > Page Setup, Tools > Language). I'm all for intuitive setups, but that's not the same as pandering to daft non-intuitive setups Microsoft has forced on us for years and people have got used to. However, there is a point with people expecting the language settings to be in Tools > Languages.
