Hmm ... To be fair, this looks like the most logical place to put the language
setting. Openoffice genuinely does set the language of the document character by
character, rather than one language for the entire document or the whole
paragraph. I much prefer this to Micro$oft's habit of putting features clearly
related to the format of the document in silly places (e.g. File > Page Setup,
Tools > Language). I'm all for intuitive setups, but that's not the same as
pandering to daft non-intuitive setups Microsoft has forced on us for years and
people have got used to.

However, there is a point with people expecting the language settings to be in
Tools > Languages. I've just put in a slightly different issue request (I'm just
a bog-standard registered user so I don't think I have the authority to change
subject headings or call issues duplicates), which is Issue 56782, and I hope
that addresses this concern better.
