You assume wrong, converting an EPS to anything else indeed is extraordinary
complex. One would need a complete PostScript interpreter for that (e.g. like
ghostscript) - which OOo doesn't have. The reason you can print EPS is that
during printing the EPS is simply inserted into the output PostScript stream
without being looked at. Since EPS cannot be embedded in PDF directly, the same
trick cannot be done for the PDF export.

If you want to import vector graphics i'd suggest WMF or perhaps SVG.
