Easy to explain, why this wasn't the case in OO 1.1.x... there, the protection
of the TOC was not exported to Word format.
If you think, the default setting for TOC's in Writer should be changed, I would
request you to file en "Enhancement" issue for this and not to change any
existing issues, which would make issue handling extremely inconvenient.
