Then how is it working? 
AD gpo = Active Directory group policy object. 
After active directory (AD) group policy (gpo) software asigment user can not
run .doc, .xls, .ppt file with double click from windows explorer only
File=>Open (they do not have administrator rihts change file associations). It
is just normaly that admin will preconfigure software options before
asign/publish/install for users..

P.S. Offtopic.. There are hundreds of situations when users do not have
knowledges/competences to configure software right for infatructure.
Maybe there is some workaround i don't know?
