When saving an HTML document that has Greek in it, the produced file has Greek
as HTML entities (such as "Α") instead of the Unicode/UTF-8 values.

The problem exists in the Windows builds only; on Linux the produced file is in
UTF-8.

The problem appears to be the encoding chosen for the output file;
"windows-1252" is chosen instead of UTF-8 which is the correct. 
Actually, the 8-bit Greek encoding is "windows-1253", not "windows-1252".

What I would see as the proper solution is to simply set the encoding to UTF-8,
and I believe the issue will be solved automatically.
