grepped a little bit through the code ... There's also a node LicenseAcceptDate
involved. If it does *not* specify a date which is more recent than the date of
the license file in the installation, the the wizard is also run.
Does make sense, since one task of the wizard is that the user *must* accepte
the license before the office is started the first time.

I'm cc'ing the author of the wizard. fs->lo: How is thise wizard disabled,
nowadays - if at all?
