To be more specific, this "installing of localization" means unpacking an archive file with ".res" files for the non-English locale into openoffice.org installation and cleaning the registry/cache dir in user's application data directory. I've tested this successfully on win nt4+sp6. However, there is yet another person with win xp box who experiences the same problem (wizard run per each start of ooo).
