What's your mail client? Is it open when you attempt to attach? Again, this is a feature that worked someone in RC2. The only catch was that Thunderbird had to be closed in order for the attachment to attach itself to the message. My sense is that this is NOT an OpenOffice issue as it is a Thunderbird issue. There's no command-line option to attach a file while Thunderbird is open. (refer to http://www.mozilla.org/unix/remote.html).
