Renaming the file as .html allowed me to open the table in Calc by two different methods. I could either Right-click the file -> OpenWith -> OpenOffice Calc, or start up OpenOffice then do File -> Open - > "File Name" -> Select the "Web Page Query (OpenOffice.org Calc)" option, then Ok. In both cases I was able to properly open the file using Calc and resave it as .xls to be opened by either Excel or Calc.
