defect cause:
The frame 'Version' want to be vertically at the bottom of the page text area as
the overlapping frame 'Frame 11'. Both frames are anchored to-page. Because of
the given wrapping style of frame 'Frame 11' the contents of frame 'Version' has
to wrap around this frame. This is a conflict in the layout. In order to wrap
correctly the complete content has to be at the top of frame 'Frame 11', which
would cause that the frame 'Version' isn't at the bottom of the page text area
In OOo 1.1.x this conflict is solved by suppressing the wrapping of the content
of frame 'Version'. There is no dedicated code to solve this conflict - it
happens by accident.
During the re-factoring and the adjustment of the object positioning algorithm
due to compatibility this "accident" is removed.

solution:
re-introduce the "accident".
