Try out the following two scenarios:
1.

- create a new textdocument and don't change anything
- go to: Tools -> Outline Numbering...
- choose Level "1-10"
- select "1, 2, 3 ..." for Number
- confirm changes with "Ok"
- now make the first (empty) paragraph to
  "Heading 1" and enter a title, let's say
  "Testtitle"
- press "Return" to create a new paragraph
- enter some text (let's say "my text")
  and press Return again
- now select the whole first line of your
  document (it's the heading) and copy/paste
  it right below "my text"
- click at eol of the copied heading and
  press Return
==> you'll get a numbering for the new line!


2.
==
- create a new textdocument and make the first
  paragraph to paragraph style "Heading 1"
- go to: Tools -> Outline Numbering...
- choose Level "1-10"
- select "1, 2, 3 ..." for Number
- confirm changes with "Ok"
- enter a title, let's say "Testtitle"
- press Return
==> you'll get a numbering for the new line!

So, any time you press Return after the end of such a heading
paragraph you'll get the numbering even if you've removed the
numbering by hand.

But now here's the final challenge (no offense meant!):
Get rid of the numbering without destroying any other numberings. ;-)
So you MUST(!) use the toolbar button "Numbering off" - DON'T use
the toggle button "Numbering On/Off" because otherwise your headings
loose their numbering, too. (alternatively you can remove the numbering
using Format->Numbering/Bullets and pressing "remove")

BTW.: This behaviour don't happen with OOo1.1.4
