This issue is very annoying and can be reproduced.

My settings: 
win xp sp2 german
OOo 1.1.5 german
german local but date format changed to ISO8601

typing any date in ISO in a cell, setting format to ISO8601 displays as ISO8601.
so far so good. activating the cell displays the date format in the formula
input area still as "german" locale which is anyway contrary to the existing
EN/DIN standard.

Edit this cell with F2 reformats the date to german format, hitting enter
formats back to ISO.

this one is really annoying, I have to hit Pos 1 button everytime I want to
change the day.

this is clearly a bug for me!
