It should be possible to see this outline in the Navigator (just like the "Headings" outline). But the navigator shows all tables in a flat list. It is clear that tables are SUPPOSED to form an outline. This is evident from the fact that right-clicking on "tables" list in the Navigator allows us to select how many outline levels to display. But this control does not have any effect on the actual display.
