In this case you can't build odk without office_config and that is of course a problem. You should create a prj directory in office_config and a makefile in for example util or so. Maybe you can live without a makefile and can deliver directly from the source but i don't know currently. The file cfgWin.js is wrong in your version. There was a cws problem and the version 1.3 is the correct one.
