Yes, the picture 'leaves' its layout environment. This is according to the
specification 'Follow text flow vs. leaving layout environment for Writer fly
frames', found at
http://specs.openoffice.org/writer/compatibility/follow_text_flow_vs_leaving_environment.sxw,
, not correct. This is a defect and has to be fixed - fix in progress in cws
swqbugfixes15.

But this fix will not result, that the picture will have to same vertical
position in OOo 2.0 as in OOo 1.1.x. Why? Let me explain:
The picture is anchored at a paragraph and its vertical position is set to
'center to margin'. This means that it should be vertical centered to its anchor
paragraph. Because the picture height is greater than the height of its anchor
paragraph, this would result in a negative position relative to its anchor
paragraph. Such a negative positions aren't possible in OOo 1.1.x. OOo 1.1.x
restricts the vertical position of an anchored object to be less or equal the
top of its anchor. OOo 2.0 doesn't have this restriction anymore. Objects can be
negative positioned - see specification 'Negative positions for Writer fly
frames', found at
http://specs.openoffice.org/writer/compatibility/negative_positions_for_Writer_fly_frames.sxw
Thus, I propose to change the vertical position of the picture to 'top to
margin' to get the same position in OOo 2.0 as in OOo 1.1.x
