This works fine. Save the document, close, reopen it: all footnotes are numbered "0". You can fix it by selecting footnotes numbering per page, then per chapter again (or by doing some editing in each chapter). But when you save-close-reopen again, footnotes are all numbered "0". This happens both in my Windows and Linux boxes, both with English and Italian versions of OOo.
