I checked with “2.0 German version WIN XP: [680m3(Build8968)]” and can confirm
the reported behaviour, but I do not see that as a real bug although it might
be a little unexpected. Picture properties dialogue can be used to select a new
image without problem and even the user has the possibility to define properties
before the image becomes inserted into the document, what is a big advantage
compared to the normal to the normal way of inserting an image, where you have
to select the image a second time after insert, if you have to change
properties.
So I believe there should be a feature-issue: "show picture properties dialogue
for every 'insert picture from file'".
