1. create a new presentation document;
2. change the layout as "Title, Text";
3. input 4 paragraphs in the Text frame;
4. change to the Outline View;
5. select the 2nd and the 3rd paragraph
attation, when selection use mouse move from the head of the 2nd paragraph to
the end of the 3rd paragraph, then use "Move up" in Text formatting bar, it
really move up, but when you use "Move down", it can not move down.

on the contrary, when selection use mouse move from the end of the 3rd
paragraph to the head of the 2nd paragraph, then use "Move down" in Text
formatting bar, it really move down, but when you use "Move up", it can not
move up.
