Use Tools - Customize - Add. You get the dialog window "Add Commands". In the
upper part there is a description, "Then drag the command to where you want it
on the desired toolbar."
Drag&Drop a command to a toolbar has been a feature of OOo1.1, but is no more
possible in OOo2.0. So delete this sentence.
