es is right. This is a IME feature of GTK.

with this method you can enter unicode-characters (similar to <alt>+<numpad> on
windows).

The question is: Why is this used in KDE environment?

If this is only in Gnome/GTK, then there's no bug at all
<ctrl>+<shift>+3,A,3 will enter unicode character U+3A3 (greek capital sigma Î)
It is a feature.

The proper solution to handle this is:
Only use it when using Gnome/GTK
Offer the IME-Selection in the context-menu like other gnome/GTK apps do (select
"X Input Method" and you won't have the gtk features available)

right-click in the text-area of gedit -> Input Methods -> <list of installed 
modes>
