As of OOo 2.0.1RC5 the problem is still present.

As a workaround one can activate font substitutions...

For instance, I have a font replacement table which indicates to substitute
Palatino with URW Palladio L.

Here, the semantic of the switches however is non-obvious: if you only ask for
screen substitution, the substitution does not happen, since the font "appears
to be present on the system"

The switch names should probably be changed

Always -> Apply screen and printer substitution even if font is present on 
system
Screen -> Apply screen substitution if font is not present on system
