Basically, IssueZilla is integrated into a much larger application, and though it has been customised, updated, and configured for OOo over the five years that we've been using it, usually in sync with upgrades, it remains integrated and thus difficult to patch directly. OOo will be upgraded, however, to what is called CollabNet Enterprise Edition 3.5.x sometime in the first half of next year. That's the good news: the upgrade will fix a lot of bugs and irritants that we live with and also probably enable us to use Project Tracker, which is a separate species of bug tracker based on Scarab (http://scarab.tigris.org/).
