On Windows it is much easier... New fonts only need to be copied into the
\Windows\Fonts folder (or use the "FOnts" UI in Windows system settings) in
order to be available for all applications on this platform. Thus, it was not
necessary to also build the facility available on Unix OOo for Windows.
