The decision on whether to show the startup wizard or not is based on the modification time of the license text file in the office installation. This is to ensure, that should the license change, the user accepts it. However, if the license is shown again and migration from 1.1 is possiblem it will be offered again. So it looks like I need to save in the configuration whether a migration was already done and don't offer to do it again in that case.
