Test case:
- Open any OOo window (by opening a OOo document, or an application from the 
menus)
- Open a windows explorer window (via the Start menu for example)
- From within this explorer window, open an OOo document, by double clicking it
=> OOo will open a new window. This window will appear behind the explorer
window, instead of in front of it.

I have seen this behaviour both on windows 2000 and XP (SP2).

Sometimes this also happens with the first OOo window I open from an explorer
window. But this is harder to reproduce. The first window opening behind the
windows explorer window seems only to happen the first time I use OOo after
booting. When I close OOo, and try again, the first window pops in front, but
the test above still showcases the strange behaviour.
