When a report is produced using the Screenbeans template for headers and
footers, the first page is unnecessarily left blank.

Steps to reproduce:
1. Create a new database, save it as "test.odb"
2. Create a table with fields "Order" (VARCHAR) and "Date" (DATE) and a
   primary key.
3. Add 3 records: "Order1, 1/2/3", "Order2, 2/3/4", "Order3, 3/4/5".
4. Create a Report using the wizards; add all fields, accept defaults and in
step 5 choose "Layout of Data: Default", "Layout of headers and footers:
   Screenbeans"
5. Choose Finish.

The created report has an annoying and useless blank first page.
