Contrast this with MS Excel where the same name can exist for a workbook and for any number of the sheets in that same workbook (although admittedly this feature is not trivial to use because it is not always simple to set up). There are many times in spreadsheet modelling when it is desirable to set up part of a model on a sheet and then replicate that sheet to represent similar parts of the model. For example consider a report that is produced for each division in a company and also as a company total (a very common reporting task). This can be modelled with a company report and divisional reports each on their respective sheets, all of which are very similar. Adding a new division typically requires replicating an existing divisional sheet and changing some data which is very quick and easy. Calculations can refer to company wide (global) data from the company sheet and divisional data on the respective divisional sheet. When range names do not apply at the sheet level it is impossible to build the divisional model to take advantage of the range naming features. It can not use names in formulae that refer to divisional data. Automation that needs divisional data would appear to be similarly limited. In my experience, modelling situations like this occur all the time so it would be very desirable for Calc to be able to handle them.
