When a database is created on NFS, OOo tries to lock the database/create a .lck
file, even if SAL_ENABLE_FILE_LOCKING in unset. Compare issue 53682, issue 36634
and related issues.

If SAL_ENABLE_FILE_LOCKING=1, OOo hangs (according to strace) in a syscall:

futex(0x8188ef0, FUTEX_WAIT, 2, NULL <unfinished ...>
