I have changed the description of the issue to what came to be the real problem
through the discussion above.
If settings were imported to an installation, that installation should not offer
to import those settings again. Even if the first-start wizard has to be re-run
after a patch, due to a new license text.
I will create a new user-config property in Setup.xcu that is set to true when
settings are migrated. As long as that flag is set, migration will not be
offered in the first-start-wizard.
