I do see a lot of cells updating after changing G4, G5.
The spreadsheet works well for me. 
The cells in D18, D19 have circular formulae
D18: '=IF(F50=2;F48;IF(C14=C18;C10;D18))'
This can only change if 
a) F50 is set to "2": OK , confirmed
b) C14=C18, this is a very particular condition, most difficult to achive by
changing G4, G5. You can change wildly G4,G5 without seeing changes in D18
simply because the condition does not show up. 

When trying to test H4,I4 example I get a message: the sheet is protected. Cells
cannot be changed. If I unprotect the sheet then I can make H4=5 and I4=2*H4 and
get correct values there. I think that your problems may be related to this
_protection_ status. Please, check.

Ubuntu versions of OOo 2.0 are old betas (their fault), and buggy (our fault).
I would recommend to you to install OOo 2.0.1 from official OpenOffice.org site.
Download the gz archive, unzip it, go to the RPMs  folder and convert rpms to
debian packages with alien 
sudo alien -k openoffice*
then install them
sudo dpkg -i *.deb

OOo 2.0.1 has a lot of bugfixes, this is the minimal usable version for serious
work.
