There are arabic glyphs in there, only they are not mapped to the Unicode ranges 0x0600 - 0x06ff, 0xfb50 - 0xfdff, 0xfe70 - 0xfefe (which are used for arabic) but instead it uses the private use area page 0xf200 - 0xf2ff. That this font displays at all is some of Windows's own black magic. However if one substitutes the family name for the missing PSName one can produce a valid PDF file on Windows with this font (thanks to said Windows's black magic), so i built in a patch that might be helpful for other fonts broken in the same way, too. On Linux however this will still not work, the glyphs will be substituted by a font that actually contains arabic glyphs (if there is any).
