Looking over this, it seems to just be an extension of the first issue you
raised. The inability to close these blank toolbars is fixed by not having the
blank toolbars in the first place.
I am closing this issue as a duplicate of 54161. Since this is being actively
worked on, please transfer any comments as required. If you disagree, please
re-open and provide more information.
