cd: Root cause: The Office layout manager uses two calls to set the position and
size of every toolbar (user didn't change the size). Due to a feature in VCL
it's not possible to move a toolbar outside of the desktop (VCL automatically
position it back to make it fully visible). As the layout manager first set the
position and afterwards the size, this feature results in bad toolbar position.
To fix this issue the layout manager has to first set the size and afterwards
the position.
