I can’t reproduce this problem with OOo 2.0 and Window XP Professional Version
2002 Service Pack 2 and Microsoft Office Excel 2003 ((11.6502.6408) sp1, Part of
Microsoft Office Professional Edition 2003). The followings are steps for my
testing:

1. I opened Uren.org.ods file that was attached by reporter and saved it as MS
Excel 97/2000/XP file. The original .ods file is 13k. The saved MS 97/2000/XP
Excel file was 673k and the saved MS 95 Excel file size was 34.5kb. No any
message appeared to prompt: “not enough memory”.

1.2. Content check: 
I. I opened the attached odt file;
2. Even went to A1 cell; press “Ctrl+End” key, it stop at cell is O49
3. Saved it as Excel 97/2000/XP .xls file.
4. I opened it with MS Excel 2003 
5. Pressed “Ctrl+End” key; it stop at cell IV31993
6. I checked the revision number on pop up dialog with General  tab by click on
“File->Properties in .xls file, and checked the revision number on pop up dialog
with Statistics  tab by click on “File->Properties in .ods file; I found the
number both are 208 and all content or cells unchanged.


2. More tests 
2.1 In order to make sure the test result correct, I saved both MS Excel
97/2000/XP file and MS Excel 95 file several times. Then, I checked file size
and found no any change.

2.2. I opened 5 Mozilla Firefox browsers and all 10 .xls files at same time. No
any memory problem happened. My computer has 1GB of RAM.
 
3. I guess that the format of Microsoft Office Excel 2003 file is obviously
different with OOo 2.0. When transferring file format, it need keep more
information for corresponding transferred format information. And different file
systems may be also a travail factor that makes file size different.
