I can confirm this issue. ".odm" files created with older 1.9 releases cannot 
be 
opened with recent OOo versions.
The problem is related to changes in the "manifest.xml" file format. Replacing 
the manifest.xml file in the .odm with a valid one (e.g. taken from a new, empty
 .odm document) seems to fix the problem.

Follows a step-by-step guide. I assume the following:
1 - The legacy file is named "Old.odm"
2 - You know how to work with .ZIP archives
Here are the steps:
1 - Open OOo, create a new Master Document and save it as "Empty.odm"
2 - Rename "Old.odm" to "Old.zip" and "Empty.odm" to "Empty.zip"
3 - Create two folders named "Old" and "Empty" and extract the respective
    ZIP file there
4 - Both folders should contain a folder called "META-INF", containing 
    the file "manifest.xml".
    Copy the "manifest.xml" file from "Empty/META-INF" to "Old/META-INF"
5 - Create a new ZIP archive ("New.zip") with the content of the 
    folder "Old". Note that the folder itself should NOT be archived
6 - Rename "New.zip" to "New.odm"
