(L10n, i18n) There are two separate messages for singular and plural forms. Take the entry "Headings" for instance. There is a message "Heading" and a message "Headings". The first string is used with "1" when there is one heading in the document, and the second one with either "0" or a number greater than 1 depending on the number of headings in the document. The result is displayed in a box when you point your mouse at the entry. It's totally OK as long as we consider English: 0 Headings, 1 Heading, 2 Headings and so on.
