This relates to Icon Switching (Issue 36518).
Since High Contrast (HC) icons will become a seperate theme, I created an
optimized 'images.zip' with all HC icons removed. The following two icons were
deleted as part of this:
ui/default_images/sc/res/refinp1_h.png
ui/default_images/sc/res/refinp2_h.png

After deleting these two icons, although I was using the 'Default' icon theme
(i.e. not HC), I was no longer able to create Charts in Calc, as the Chart
wizard appeared as an empty window. This can be tested by temporarily deleting 
'images.zip' and imagecache. OOo degrades gracefully, displaying text in place
of icons on the toolbar. However, Chart wizard just seems to break.

The Chart wizard should not have any dependency on these HC icons.
