If you "browse" to a hyperlink it puts in an absolute path name.  (This seems 
to 
work.)  However, if the presentation were moved to another computer for display
 ... it would be trouble.  The target file for linking has carefully been 
placed in the same directory.

Trying to insert a relative file path ... leads Impress to pre-pend a "http://"; 
which is not desired ... and causes the link to NOT work.

Trying to remove the "http://"; makes Impress crash.

I found this older issue report: Issue 8735.  It describes the same problem in 
an earlier version of OOo.
