I have to disagree on that one. For many African languages diacritics placement (or ligature substitution) is not just an enhancment but a REQUIREMENT. For example: Malagasy uses n with diaresis : n̈ <U+006E,U+308> N̈ <U+004E,U+308> ; in Lingala the open e ɛ and the open o ɔ are used with diacritics : ɛ́ <U+025B,U+301> Ɛ́ <U+0190,U+301>, etc. Without these OpenType features it is impossible to correctly render those character combinations, the diacritics should go on top of the capital letters not over them.
