I have to disagree on that one. For many African languages diacritics placement
(or ligature substitution) is not just an enhancment but a REQUIREMENT.

For example: Malagasy uses n with diaresis : n̈ <U+006E,U+308> N̈ 
<U+004E,U+308> ;
in Lingala the open e ɛ and the open o ɔ are used with diacritics : ɛ́
<U+025B,U+301> Ɛ́ <U+0190,U+301>, etc. Without these OpenType features it is
impossible to correctly render those character combinations, the diacritics
should go on top of the capital letters not over them. Diacritics placement or
ligature substitution could fix this.
