The key is, that the MS Windows window, in which an OO document "runs", does not have the standard (for example) dark blue bar on top (that shows: this windows is the top most in the foreground), but it is only a light blue bar, which means: if you try to active something from its menue's via keyboard, it wouldn't/shouldn't work. This appears to be the key for the error. So, to reproduce the error, try: 1. "a lot of" times, 2. try to use other programmes, while it takes minutes to load all the documents into OO. Try to reproduce the error for a document having a 'light blue' bar on top.
