I see the ability to choose a page style as a logical use of the Organizer tab.
 At present, you have to open the F11 dialog and apply a particular style to a
selected area before that style is displayed in the Format > Page dialog.  Quite
a tedious and tiresome procedure.

Once a style is so selected, again that is the only style displayed in the
Format > Page dialog.  The reason I was not more specific in the title of the
issue is that the Organizer tab at present does nothing other than display the
name of the selected style.  It serves no other purpose.  There are buttons on
it and the name of the style is selected, suggesting it can be changed, but in
fact nothing can be done with this tab.

While typing these comments, I used the Format > Page command and discovered
that the dialog behaved differently in the file that was open so I am submitting
a specially created file that displays the dialog with the Default command
without any mechanism for doing anything with the Organizer tab.
